Emergency Manager

Jillian Sulley has dedicated over two decades of her career to supporting first responders and enhancing community resilience across the United States. Her unwavering commitment to emergency management is reflected in her recognition as a Certified Emergency Manager by the International Association of Emergency Managers. She is also an active and long-standing member of the Oklahoma Emergency Management Association and the Central Oklahoma Emergency Management Association. Currently, Jillian serves as the Emergency Manager for U.S. Operations at Devon Energy, headquartered in Oklahoma City. In this role, she leads enterprise-wide emergency management initiatives, ensuring the safety and preparedness of Devon’s operations and personnel. Before joining Devon Energy, Jillian worked with the Pima County Office of Emergency Management and Homeland Security in Tucson, Arizona. There, she spearheaded large-scale community initiatives, including the Davis-Monthan Airshow Exercise and hazardous materials response planning with Mexico border communities. During her tenure in Tucson, Jillian played a critical role in responding to significant events such as the Gabrielle Giffords assassination attempt, community mass sheltering operations, and flood emergencies. Earlier in her career, Jillian served in the Oklahoma Terrorism Preparedness & Response Service (TPRS) leading regional emergency response teams, state training and exercise initiatives, and serving as the Health & Medical Planning Section Chief, where she responded to numerous weather-related disasters, mass sheltering operations, and helped lead state-level continuity of operations planning. Jillian holds a Master of Business Administration and a bachelor's degree in marketing, bringing a strategic and analytical approach to her work in emergency management.
